The Republic of Kosovo currently faces a technical crisis…
€882,000,000 in allocated funds remain locked.
Driven by curiosity and built on purpose, this is where bold thinking meets thoughtful execution. Let’s create something meaningful together.
What Humolli Capital is doing about it:
-
Embarking on a gap as wide as the unclaimed funds from the WBIF (Western Balkans Investment Framework) and the Growth Plan takes a lot of groundwork. This is why we continuously gather and allocate resources to the most alarming areas of our work by order of significance, one of which includes the fundamental approach of exploring how to diagnose, manage, and ultimately close such a gap for Kosovo until further notice.
We actively recruit and collaborate with members (including ex-members) of key institutions from the such as the European Commission, the Kosovo Government, and other fundamental advisors in order to ensure we are as fully informed on this mission as possible. Subsequently, a parallel “bookkeeping” strategy manifests as a key part of our methodology. This involves forming volumes of documents that align with our mission & incentives.
In tandem with this, we place a strong emphasis on verification and traceability. Every data point, financial movement, and institutional interaction is logged, cross-referenced, and stress-tested against independent sources where possible. This not only strengthens internal confidence in our findings, but also ensures that any external scrutiny can be met with a transparent and defensible record. Over time, this structured accumulation of evidence allows us to identify systemic bottlenecks, inefficiencies, and missed opportunities that would otherwise remain obscured.
-
A concrete audience ensures Humolli Capital fully embraces and performs its duties.
From maintaining strong communication with the Government of Kosovo to formally notifying key ambassadors to the jurisdiction on operational architecture, each third party institution we bring onboard is part of our promotional strategy of maintaining complete transparency and governance across all departments. We monitor our audience in a straightforward way, with consistent updates and timely communication whenever something material changes, so there is always a shared understanding of where things stand and why.
-
The Chamber by Humolli Capital is a department where questions are equally as important, if not, more important than answers; both sides of the same coin are held to the highest possible standards within The Chamber.
The Chamber focuses on formalising and finalising judicious findings and methods relating to the methodology used to help the company perform and deliver results.
Such findings include:
Maximising the utility of resources while relying on efficiency in the process
Enforcing structures that involve legal contracts, determining order of convenience and ensuring we achieve milestones while doing so
Seeking advice from key third parties & Persons of Significance (PoS) as we carry out diligence
The maintenance of communication channels
The outcome is a controlled environment where decisions are not rushed, where decisions are deliberate and grounded, allowing the company to move forward with clarity and consistency rather than assumption.
Agenda
The European Commission provides financial support to Kosovo through concessional loans designed to fund development, infrastructure, and institutional reform at favourable terms. In response, the Government of Kosovo focuses on securing access to these funds and directing them toward priority areas, while managing implementation in a way that aligns with its broader economic and administrative objectives.
